Installing the Cygwin.

Start installing the Cygwin from http://www.cygwin.com/
When prompted accept all the defaults to download from the internet > Accept the install directory C:cgywin64 > Install for All users > Set the local Package Directory to the Desktop > Internet = Direct Connection > Choose a Download site > Next.

Select the Expand net as packages.
Click and install the OpenSSH and Rsync.
In expanding shells> select bash to install > and complete the installation.

Follow the steps to perform the Rsync operation.

rsync /cygdrive/c/users/Owner/Pictures/ -av -e ssh [email protected]:/var/files/ImageSync/

Whereas the  /cygdrive/c/users/Owner/Pictures/ files are located in window machine and /var/files/imagesync/ files are located in the Linux machine.
